For this system, you’ll need to use Claude Cowork and/or Claude Code if you really want to build it out properly. I have not used Microsoft Copilot with Claude, but from my understanding, it wouldn't work as it doesn't have the same fundamental skills that you need. You will also need a GitHub system in place, along with a marketing structure similar to the one described in the article (build, plan, review, execute). This should serve as the underlying framework and pipeline to make the skills execute as and when required.
In short, you will need:

- A marketing framework
- GitHub to manage it and grant access to marketers or a marketing team
